The Outlook 2013 32-bit and 64-bit packages are separate downloads. If you don't know whether your Windows version is 64-bit or 32-bit, try 64-bit first because 64-bit is preferable. If your system is 32-bit, it will not be able to run the 64-bit setup, but there is no harm in trying.
The Outlook 2010 package includes both 32-bit and 64-bit versions. Click Setup in the root folder to let your system decide. Browse into the x86 or x64 folders to choose for yourself. During installation, the 64-bit option will appear only if your system meets the requirements.
Outlook 2013 requires Windows 7 or later. You can use Outlook 2013 with other programs from Office 2010. You can use Outlook 2010 with other programs from Office 2007. See the full detail of 2013 Office system requirements, 2010 Office system requirements.
